What is the Mukhyamantri Abua Swasthya Suraksha Yojana in Jharkhand?

Mukhyamantri Abua Swasthya Suraksha Yojana
QUICK GIST
The Mukhyamantri Abua Swasthya Suraksha Yojana (MASSY) is Jharkhand’s flagship health scheme, run with Ayushman Bharat. It gives eligible families up to ₹15 lakh of cover per family per year on a floater basis, with no cap on family size. Families with Red/Pink, Yellow or Green ration cards under the National or Jharkhand State Food Security Act are eligible, along with SECC-identified PM-JAY families. It works in a hybrid mode: the first ₹1 lakh through an insurance company and the rest, up to ₹15 lakh, through the Jharkhand State Arogya Society (JSAS). Beneficiaries also get access to treatment for 21 critical illnesses under the state’s Gambhir Bimari Upchar Yojana. You can download the card online at bis.jharkhand.gov.in using your ration card and Aadhaar, and temporary cards are issued for urgent treatment.

Abua Swasthya Suraksha Yojana: How Jharkhand’s ₹15 Lakh Health Cover Works for Ration Card Families

One of the biggest numbers in this series

Most state schemes in this series offer ₹5 lakh. A few go to ₹10 lakh. Jharkhand’s Mukhyamantri Abua Swasthya Suraksha Yojana goes to ₹15 lakh per family per year.

And it’s not limited to the poorest of the poor. Families holding Red/Pink, Yellow and even Green ration cards qualify. As per government data, more than 66 lakh families were covered by 2025.

That’s a remarkable safety net. To use it well, though, your ration card and Aadhaar need to match, and you need to know where to go. Here’s the guide.

Have a private policy too? Know Your Policy breaks it down into plain language: benefits, limits, waiting periods and exclusions. With ₹15 lakh from the state, you might need a very different private plan.

How to get your Abua health card

  1. Visit the state portal at bis.jharkhand.gov.in.
  2. Search using your ration card number. The portal shows family members listed on the card.
  3. Match your Aadhaar. If your ration card and Aadhaar details match, you can download the card right away.
  4. Fix mismatches. If details don’t match, you won’t be able to download the card immediately. Correct them first.
  5. Use the card at an empanelled hospital.

What to keep in mind

Your ration card is the key. Only members listed on the ration card can get a health card. Add new members, like a newborn or daughter-in-law, to the ration card first.

Aadhaar must match. Mismatched names or details block instant card downloads.

Hospital stays only. The scheme is built around secondary and tertiary care packages, not routine OPD.

Check the hospital. Cashless treatment works at hospitals empanelled under the scheme. Confirm before planned treatment.

Government employees use a separate scheme. State employees and pensioners have their own health insurance arrangement.

Paying for a private plan as well as holding an Abua card? A Policy Health Check reviews it across 30+ parameters for ₹99, against 1,500+ plans. With ₹15 lakh from the state, your private plan may need a new role.

MASSY vs a private health plan

What MASSY does well

  • ₹15 lakh per family, among the highest state limits in this series.
  • Wide eligibility across Red/Pink, Yellow and Green ration cards.
  • No cap on family size.
  • Temporary cards for urgent treatment.

Where a private plan usually adds more

  • Open to families without eligible ration cards.
  • Wider hospital choice, including large private hospitals outside the network.
  • Room choice, restoration and cumulative bonus.
  • Actual bills paid, subject to terms, instead of package rates.
  • Tax benefit under Section 80D in the old tax regime (please verify current limits).

With ₹15 lakh in place, many Jharkhand families don’t need more cover for big bills. A private plan becomes more about choice and comfort.

Where ₹15 lakh still leaves gaps

Meet the Mundas (a hypothetical family; numbers are illustrative). They live near Khunti.

Situation (hypothetical) Covered?
Father’s cancer treatment at an empanelled Ranchi hospital, ₹6 lakh Yes
Daughter’s surgery at a non-empanelled private hospital No
New daughter-in-law not yet added to the ration card Not until she’s added
Regular OPD visits for Grandmother’s diabetes Mostly outside the scheme

The gaps here are about paperwork and hospital choice, not the amount.
