| Ladakh’s health cover runs through Ayushman Bharat PM-JAY, which started there in December 2018 for 10,904 SECC families, plus the UT’s own Universal Health Coverage (UHC) scheme, introduced in December 2020 to cover everyone else. The UT administration has made every ration card holder eligible for a Golden Card, giving ₹5 lakh of cashless cover per household per year for secondary and tertiary hospital care. The card is digital and portable, so it works at empanelled hospitals outside Ladakh, which matters when specialist treatment means going to Srinagar, Jammu, Chandigarh or Delhi. Families need a ration card and Aadhaar, and newborns can be issued a Golden Card right at birth in hospital. Golden Card holders have also been described as eligible for air-ticket reimbursement for referral travel. |
Ladakh’s Golden Card: ₹5 Lakh of Health Cover for Every Ration Card Household, From Leh to Delhi
When the nearest big hospital is over a mountain pass
In Ladakh, a serious illness often means a journey: a flight from Leh, or a long drive over high passes, to a hospital in Srinagar, Jammu, Chandigarh or Delhi.
That’s why the Golden Card matters so much here. Ladakh combined Ayushman Bharat with its own Universal Health Coverage scheme so that every ration card household can get ₹5 lakh of cashless cover, and use it far beyond the region.
Here’s how it works, from Leh and Kargil to the mainland.

Worth knowing
Your ration card data matters. In January 2026, Leh’s district administration reviewed ration card discrepancies and duplicates that were affecting card numbers. Make sure every family member is correctly listed.
Ladakh is separate from J&K’s SEHAT. Since Ladakh became a UT, its scheme runs on its own. Check which card you hold.
Hospital stays only. No routine OPD cover.
Plan for travel. Specialist care often means leaving Ladakh. Ask about referral travel support before you go, and confirm the destination hospital is empanelled.
