What is the Chief Minister-gi Hakshelgi Tengbang Scheme in Manipur?

Chief Minister-gi Hakshelgi Tengbang
QUICK GIST
Chief Minister-gi Hakshelgi Tengbang (CMHT) is Manipur’s state health assurance scheme, launched on 21 January 2018. In 2022, the state raised its cover from ₹2 lakh to ₹5 lakh per eligible family per year. It works alongside Ayushman Bharat PM-JAY, covering vulnerable groups beyond the national list. Eligibility proof can include an AAY card, a disability certificate, a widow’s proof, a Deputy Commissioner’s certificate of economic status, or membership letters for ASHA workers, Anganwadi workers and helpers, and Ima Market women vendors. Each family gets a CMHT-Manipur Health card with a unique ID for cashless treatment at empanelled hospitals, including CHCs, district hospitals, RIMS and JNIMS. The toll-free number is 1800 103 2015.

CMHT Manipur: The ₹5 Lakh Health Card for Widows, AAY Families, Ima Market Vendors and More

A scheme built around who needs it most

Manipur’s CMHT doesn’t just look at census lists. It reaches out to specific groups: widows, people with disabilities, AAY card holders, ASHA and Anganwadi workers, and even the women vendors of Imphal’s famous Ima Market.

Since 2022, those families get up to ₹5 lakh a year in cashless hospital treatment, up from ₹2 lakh. For many households in the valley and the hills, that’s the difference between getting treated and putting it off.

Here’s who qualifies, what you need and how to use your card.

Parents in Imphal, you in Bengaluru, and a CMHT card in a drawer nobody’s opened since 2022? Let’s sort it out. Book a call with us. Easier than the drive on the Imphal-Dimapur highway.

Worth knowing

Check whether you’re on PM-JAY or CMHT. Some families are covered by the central scheme, others by CMHT. Your category decides which.

General ailments may have a lower limit. Earlier scheme documents capped general (non-critical) ailments at ₹50,000. Ask whether that sub-limit still applies to your treatment.

Hospital stays only. Routine OPD isn’t covered.

Hospital list matters. Confirm a hospital’s empanelment before admission, especially private ones.

CMHT vs a private plan

What CMHT does well

  • ₹5 lakh free for vulnerable groups often missed by other schemes.
  • Recognises specific groups like widows, disabled people and Ima Market vendors.
  • Strong public hospital network, including RIMS and JNIMS.

Where a private plan usually adds more

  • Open to anyone who meets the insurer’s rules.
  • No sub-limits by ailment type.
  • Hospitals across India, including large specialist centres.
  • Restoration, cumulative bonus and 80D tax benefit (old regime; please verify limits).

When a sub-limit meets a common illness

Meet the Devis (a hypothetical CMHT family; numbers are illustrative). They live in Bishnupur.

Event (hypothetical) Covered?
Mother’s cardiac procedure at RIMS, ₹2.5 lakh Yes
Son’s admission for a severe infection, ₹60,000 Possibly capped if the ₹50,000 general-ailment limit applies
Treatment at a specialist hospital outside Manipur Check empanelment first
