| The Atal Ayushman Uttarakhand Yojana (AAUY) is Uttarakhand’s state-funded extension of Ayushman Bharat PM-JAY, launched in December 2018. Ayushman Bharat covered about 5 lakh families in the state; AAUY extended the same benefit to about 18 lakh more, so all around 23 lakh families have access. Each family gets cashless treatment of up to ₹5 lakh per year for secondary and tertiary care, with no restriction on family size, age or gender. Pre-existing conditions are covered from day one, and pre- and post-hospitalisation costs are included. Treatment is available at public and empanelled private hospitals across India. You need an Ayushman Golden Card and must carry a government ID such as Aadhaar, PAN or Voter ID every time you seek treatment. State government employees and pensioners have a separate, unlimited-cover scheme. |
Atal Ayushman Uttarakhand Yojana: The Hill State’s ₹5 Lakh Golden Card, Explained Simply
When a whole state gets the same card
In late 2018, Uttarakhand did something few states had tried. Instead of covering only families on the national Ayushman Bharat list, it extended the same ₹5 lakh cover to every family in the state.
That’s the Atal Ayushman Uttarakhand Yojana. In a state where a serious illness can mean a long drive down mountain roads to Dehradun, Rishikesh or Delhi, having a card that works across India matters a lot.
The scheme is generous and simple. But a few small details, like carrying ID with your card, can trip people up. Here’s everything in one place.

What AAUY gives you
- ₹5 lakh per family per year for secondary and tertiary care.
- No limit on family size, age or gender.
- Pre-existing conditions covered from day one.
- Pre- and post-hospitalisation costs included.
- Public and empanelled private hospitals across India.
- No premium for families.
Government employees and pensioners are covered under a separate State Government Health Scheme, which offers unlimited cover.

How to get your Golden Card
- Gather documents: Aadhaar card, ration card and a registered mobile number. Keep address and income proof handy too.
- Visit a CSC, empanelled hospital or camp. The state and local bodies run special camps, including for people without ration cards and elderly people who struggle with fingerprint scans.
- Complete verification and get your Golden Card.
- Carry your card and a government ID (Aadhaar, PAN or Voter ID) every time you go to an empanelled hospital.
- Get treated cashless for covered care.

The small details that matter
Always carry ID with your card. The official site says you need a government ID along with your Ayushman card at the hospital. Keep both together.
Get the card before the emergency. Fingerprint issues, missing ration cards and paperwork gaps are easier to fix on a calm day than in a hospital lobby.
Other scheme members are outside it. Families covered under CGHS, ECHS, ESI or the state employees’ scheme use those instead.
Admissions, not routine visits. AAUY covers secondary and tertiary hospital care, not routine OPD.
₹5 lakh is for the whole family.

AAUY vs a private health plan
What AAUY does well
- Covers every eligible family in the state, not just low-income ones.
- ₹5 lakh with no premium.
- Day-one cover for pre-existing conditions.
- Hospitals across India, helpful when specialist care means travelling to Delhi or Chandigarh.
Where a private plan usually adds more
- Higher sums insured for families that want more than ₹5 lakh.
- Actual bills paid, subject to policy terms.
- Room choice, restoration and cumulative bonus.
- Tax benefit under Section 80D in the old tax regime (please verify current limits).
- Contract certainty, independent of scheme rules.
AAUY is an excellent base for most families. A private plan or super top-up adds headroom for very expensive years.
When ₹5 lakh meets a mountain emergency
Meet the Negis (a hypothetical family; numbers are illustrative). They live near Chamoli.
| Event in the year (hypothetical) | Used from the ₹5 lakh |
|---|---|
| Father’s spine surgery after a fall, at an empanelled Dehradun hospital | ₹2.8 lakh |
| Grandmother’s heart procedure | ₹1.9 lakh |
| Left for the rest of the year | ₹30,000 |
Things outside the scheme: the long road journey, a relative’s stay in Dehradun, and physiotherapy visits after discharge.
